Position Description:
Management
Assist Project team leaders in the development, design, organization and implementation of their work plans. Collaborate with the Republic of Congo Ministry appointed Conservator to assist with design and implementation of law enforcement program. Collaborate with the WCS NNNP Project Scientific Coordinator to design, organize and implement ongoing biological and socioeconomic monitoring programs in the NNNP, to provide monitoring data that will allow for adaptive management of the Park.
Ensure effective management of the Project in collaboration with the national staff, regional and local authorities. Specific duties will include assistance in the preparation of regular activity reports, work plans and budgets, organization of project logistics, procurement of necessary equipment, and responsibility for accounting.
Ensure recruitment, training, and management of staff as required to implement the activities outlined in the Projects' overall objectives. Work with the the Republic of Congo Ministry appointed Conservator to undertake regular evaluations of national staff levels and competence.
Prepare Project budget proposals for each of the Project components and annual budget proposals to submit to the Country Office, and identify and secure supplemental funding sources for the Project activities where appropriate.
Develop and implement a coherent strategy for the implementation of ecotourism in NNNP and beyond. Develop and coordinate activities related to the ecotourism, including training of staff, maintenance of infrastructure, and the logistics of moving tourists from international arrival points (Brazzaville and Libreville, for example) into the Park. Contribute to development of an eco-tourism strategy for Congo.
Administration
Ensure timely accounting and reporting on all expenditures and monitor overall budget management with the WCS-Congo Financial Manager.
Coordinate logistics at the NNNP base and satellite bases in the Projects zone (ecoguard posts, research camps, etc.).
Assure open and regular communication with the WCS-Congo Director concerning program activities, donor ideas or contacts, and other related administration issues.
Assure timely preparation of workplans, activity reports, budgets and reports to donors on all NNNP Project activities (WCS, CARPE, USFW, CAWFHI, etc.).
Arrange project purchasing, logistics, monthly payroll, and other administrative activities in collaboration with the head of personnel and assistant administrator.
Ensure thorough and regular inventories of existing Project equipment and infrastructure.
Prepare project budget proposals for each of the project components and annual budget proposals for the WCS-Congo Director.
Ensure fulfillment of reporting and administrative requirements with the WCS Country Office.

Relationships
You will report to the WCS-Congo Director. You will work with the WCS-Congo Country Director and the Congolese government appointed representatives to coordinate conservation activities in NNNP and the surrounding landscape. You will maintain close contact and consult regularly with the WCS-Congo Financial Manager, to assure reports on project finances.
